Steps:
1. Find where this codebase builds the agent and the tools it calls. Show me before changing anything.
2. Install kiff-guard and attach its adapter for this framework in observe mode, following https://kiff.dev/docs/connect-an-agent. Observe runs every tool as before and only records.
3. Register the guard with KIFF using that bound key. Omit the agent name in the guard configuration and connect request; KIFF gets it from the key and returns it on connect.
4. Stop there. When I give support-refund-agent a card in KIFF, we switch the guard to enforce and bind the card's action to its tool.
